Internationalized Resource Identifiers (IRIs) are a generalisation of Uniform Resource Identifiers (URIs) that admits the use of Unicode for expressing symbols that are not supported in URIs yet. Just like URIs, IRIs are used both for naming a resource, and to specify the location of resources that can be retrieved via some (network) protocoll. Further background information can be found in the Wikipedia article about Internationalized Resource Identifier.
